There are different definitions and usages of the word within the same country.

For some reason bi-weekly is used more in the context of 'every two weeks' whereas bi-annual is generally used to mean 'twice a year'.

There seems to be some confusion over bi-weekly, di-weekly, semi-weekly, bi-annual, di-annual and semi-annual.

The prefix di means twice whereas bi means double so I guess you could argue that di-weekly should mean twice a week, bi-annual should mean once every 2 years etc.

There are some bi-weekly publications for example, that are issued twice a week whereas others are issued once every 2 weeks and others are issued twice a month (nearly once every 2 weeks).

So the usage of the word is pretty much dependent upon how it was intended to be understood.

In short the answers to your questions are yes, yes and yes.

Bi-weekly is something occurs every two weeks. For example, if you get your pay bi-weekly, you get a total of 26 pays per year. But with twice a month, you only get a total of 24 pays. So the two aren't exactly the same.

Bi-weekly means every TWO weeks.

A Bi - Cycle has TWO wheels. One follows after the other!

TWICE per week should be SEMIWEEKLY. More commonly referred to as TWICE per week.

Biennial means TWO years to complete a cycle of growth.

Bi means two--for example Bicycle ( a bike that has two wheels). Biweekly means two times a week! Bimonthly would be 2 times a month. "Bi" is a root word that is used in many languages, but it always means two.

Incidentally, you do NOT need the hyphen.

Originally, "biweekly" could only mean, 'once every two weeks', with "semi-weekly" meaning 'twice in a week'. (I prefer, for clarity's sake to keep it this way.)

But usage has changed, and some dictionaries now list 'twice a week' as an alternative meaning for "biweekly"

Note that the argument from "bi" meaning "two" is not that helpful here. Sure it's two, but does "two-weekly" refer to two WEEKS or to two TIMES in a week!?
