Does anyone know such a program which is completely and totaly which allows you to burn video files on your computer to dvd discs and also allows you to rip files for other dvd discs?

For ripping DVDs, I'd go with DVDShrink.
Now for burning video files it really depends on the video format. If you're burning avi, divx or xvid movies then I suggest AVI2DVD. If you have an mpeg2, SimpleDVD is great.
