Some cute ideas I've seen that work well and are reasonably inexpensive:

-Bookmarks with the Bride and Groom's favorite books listed on them, along with their wedding date.

-Silver spoon with a ribbon tied to it

-small picture frames (these can double as their place-card holders)

-salt shakers/small bottles with salt with a note about salt blessing the house

-Home made CD with the bride and groom's wedding song and favorite songs (not too expensive, but time consuming)

-small candles (votives) in a baggie - more common and ordinary, though.

-Custom printed candy bars (check out http://www.customcandybars.com/)

and, the best I've ever seen: an old horse shoe, with a ribbon and a note about how to hang a lucky horse shoe over a doorway. The people got them from a furrier for next to no money because they were used.

Good Luck!

DOLLAR TREE!!! I bought the gift boxes from there, they were 12 for a $1. Then I went and got candy wrapped in my colors (Dove chocolate and Hershey Kiss' for mine). I got a heart stamp and stamped the boxes. Then I wrote our names and date on the boxes. Everyone liked them. Also, you can buy tule(sp?) from there and get a 5 or 10 lb. bag of bird-seed from Dollar General. Wrap the bird-seed in the tule and tie it with ribbon (Dollar Tree). It's time consuming, but cheap and you can make at a girls nite a few days before the wedding. That's what I did, and it was a blast.

Nice easy one is to go to a whole sale places- like coscto, bj's or sam's club (if you don't have a membership, ask around for a friend or relative who has one to take you) buy a big box of candy bars like Hersheys and rewrap them with your own wrappers.
You can easily make new wrappers on the computer and print them out on color paper or white paper...
Rewrap them with a little tape on the back. it's cheap, easy and you can make them personal... plus who doesn't like a candy bar!!

I would suggest using organza bags and filling them with Hershey's hugs and kisses and little slips of paper thanking them with "hugs & kisses". The best thing about the organza bags is that you can get them at Wal-mart in any color cheap along with the chocolate and just print the message on your computer.

make a CD of special songs about the couple. i went to a wedding where the couple used the titles of the songs in a story of how they met and put it inside the CD jacket. CDs are cheap and once you have a playlist, pretty quick to make. plus you can print the CD jackets on your computer as well. this way guests have something to listen to on the way home from the reception.

make a cake yourself and some other food items you can cut and serve in bags. try mints, chocolates - hershey's kisse. these are not expensive and if you bake the cake/s yourself you'll cut down on cost.
