Background checks and the amount of people requesting one.

It depends which country you are coming from. Every year the State Department allots a certain number of visas per category and per country. If you are from a friendly developed country it is very easy and fast to obtain a tourist VISA because those visitors tend to honor the conditions of their visas and those governments efficiently keep records on the citizenry thus making it easy to do a background check. On the other hand if you are from the Philippines you cannot get a tourist visa if you do not have big economic ties to the Philippines. You need to have several thousand dollars worth of assets over there so that the US is certain that you have incentive to go back. The problem is that so many people want to come here and stay here.

Because your name is checked agaist a huge database of previous applications received. Things like police records, previous visit history, and accuracy of the information you submitted are checked. Be patient. At least you dont wait 4 months like I did for the visa in the country Im in.

Because the US consular service has spent 20+ years trying to do more and more (which Congress wants) with less and less (which Congress gives). What business do you know of that reduces its staff every time demand for its products increases?

Bureaucracy. Besides, maybe you will get tired of waiting and forget the whole thing.

I dunno... same reason the govt. is slow?
