Yes, there are skin conditions, which can affect the eyes.

If its a disease that is of a bacterial or viral nature, then yes. (such as if you had an infected cut and you rubbed your eye or herpes simplex). However, skin conditions not caused by infection (like psoriasis) cannot affect your eye, but can affect your eyelids.
