I mean, it's not like we are providing a service or something where licenses are required in order to do legal business.
Does God recognize the licensing of His children in order for them to get married. How does a Christian surmount this obstacle? If the license is revoked, is the taxing of the people tied to that license still an issue?

It's called a "license" in many places but the point of it is to have a civil record of marriage. How much (if anything) you pay for filing the "notice to marry" (as it's called in England) is variable. After the solemnization of the marriage, the document is returned and becomes legal proof that it occurred.

But there are lots of ways of being married without any license. You can go to another jurisdiction where marriage is easy and cheap and the documents may be provided by the person solemnizing it. For example, a "customary" marriage in Liberia isn't subject to the usual licensing requirements (nor is a husband limied to one wife). Common law marriages are still recognized in at least a dozen states for all purposes, and four others under certain conditions. Once valid in such a state, a common law marriage is valid everywhere.

If God feels that a bill of divorcement is required, then It's safe to say that a paper indicating marriage between a couple is somthing that God wants too.

Jeremiah 3:8 And I saw, when for all the causes whereby backsliding Israel committed adultery I had put her away, and given her a bill of divorce; yet her treacherous sister Judah feared not, but went and played the harlot also

Licensing is required for civil marriage because civil marriage involves legal consequences. Some churches will allow a religious marriage without a civil marriage, but if you do that, you don't have the legal rights of a married couple.

Technically, a marriage license is for
tax purposes and other legal rights.
But on a more personal note,
marriage is a promise between two people.
A sacred bond.
But instead of signing with blood,
they sign with ink.

I agree that needing a license to get married makes you feel like you taking your driver's test. I mean there is no test, written our physical to get married. Just a piece of paper.
But in today's society you need for many things. Changing your name on your drivers license, filing taxes, keeping track of bigamy, etc.

To be eligible for state sponsored subsidies, discounts, and deductions. You can get the same thing plus free health care without getting married if you are a woman and you have kids.

Is not it funny that you need to have a license to get married, but you do not have to have license to have children?
