my sister's bird is really tickin me off is all.

how about "accidently" putting the cage by the window with the door open. then when the bird flies the coop, put the cage back when "sis" is not at home of course.

Our Cockateal loved to whistle, loud. TV settled him down some, almost like he was watching it. Another thing, he seemed as if he was listening to was music. My fiancee plays a guitar and when he would practice Elvis always sat and listened, of course when the guitar was put away he would do his imitation of it. He loved the outdoors and when we took him out he would listen to the other birds. Covering the cage just makes them think it's night time and they will sleep but that doesn't teach them anything. Try talking to him/her in a gentle voice, repeating the same few words over and over, if they learn something new their attention will be on that more so than on just a noise.

That is in their nature. Just like it's in a humans nature to talk. You cannot tell a human to stop talking or to "tone down" on the talking. It's pretty much the same for cockatiels. They are communicating and really, it's a sign of healthy, happy bird.

hey birds are very noisy but if you try and play with it and talk to it it will demand less atention hence less noice. also if it is really freaking out just throw on a cage cover and it'll settle down in a few minutes =]

when their cages are covered they usually settle down - main thing is she shouldnt have gotten a bird if noise was going to be a problem - get earplugs

Nope!!
Birds are noisy, it's how they communicate. Get used to it or buy a set of ear plugs!
