I am an engineer, and not a geologist, but still here goes.

With explorations, the oil companies are looking for telltale signs of where oil might be. It involves examining the type of rocks present in an are, study the geomorphology of the terrain (the likelyness it may have been a place where rottin plants got buried in the middle of soil that does not let oil seep through and dissipate.

With exploratory wells, the company starts drilling to see if there is indeed oil, if there is enough oil to make it worthwhile, to verify if the oil can esasily and economically be extracted, and if the oil is of an exploitable quality. Several exploratory wells will be dug to get an assessment of the oil distribution.

So, to summarise: exploration is to find where oil migh be. Exploratory well are made when you are pretty sure there is indeed oil, but when you want to confirm if it is worth the effort.
