It depends on where you're coming from or where you're from. Citizens of the EU countries can travel within the EU with an ID alone, passport is not necessary. If you're from outside the EU or will arrive to France and Belgium from a non-EU country you need a passport.

That's not even true. Every country, except for the Belgium with their ID cards, has to have a passport. I don't know why but the Belgian ID card is the only ID Card that is as valid as a passport within the EU, once outside they also need a passport. So to answer your question, you do need a passport.

as already said, not if you're a EU citizen coming from a EU Country, otherwise, YES.

Note that crossing the border between Belgium and France does not require any stop or particular check, you just ride the highway, or the train, no check performed .

From outside the EU, yes, from inside the EU an official ID card is enough. When in doubt, ask your travel agent, they have brochures on it.

Assuming you are from the US - yes. They probably won't let you on the ship without one if it is bound for those countries.

If you come from USA yes, you need one but if you come from England I don't think so...
