Actually, each state's laws are different on passing in intersections. Here in Arizona it is legal to do so, and it is legal to pass before the intersection. I have been teaching driver's ed for 5 years in Arizona and I know traffic law backwards and forwards. I can tell you that most people do not know traffic laws very well for their own state, much less for other states, so don't take the word of people you talk to (even me - I know Arizona law, but not the laws of the other 49 states).
I can tell you that the solid white lines you sometimes see before an intersection do not necessarily mean "no lane changes". According to the Manual on Uniform Traffic Control Devices (MUTCD), a white line is an indication of possible danger and you "should" not pass. "Should" is not regulatory, it is a suggestion. So, according to Federal standards, you can cross over a solid white line if you do it safely. However, state law can further restrict that, so you have to check the specific laws for your state.

First of all, there are two types of illegals. -1 Those that break in and do not have documents, or have false ones. -2 Those that come on a visa, and over stay it. The first one couldn't get a DL without some official document, they have none and would be turned down in the most liberal of states. The second kind may need one to go to school, on a temp work visa or even a travel visa. Currently NOT all aliens, from all countries, are required to have a visa. WRONG! Visas require US background checks; a good thing. We know who is here, and when they should leave. So, why not give DL for those with VALID visas (legal alien) that expire when their visa does? We do this for underage operators to enforce the legal drinking age. The DL says "US VISA" and has the same expiration date as the visa. You'll find unlicensed illegals in most traffic courts on any given day. They often have no car insurance (raising our rates), and are in violation of INS laws. Why don't those states simply report them? It could be a good idea in the visa instances for safety etc, certainly not in the undocumented scenario. The deeper issue is adding to the voter base. If you have a DL, you can vote, that is wrong. Again, an "ALIEN" or "ON VISA" designation on the DL would end that. Kennedy is supporting Obama, because Obama will pass his version of the amnesty bill. That will add 12 to 20 million Democrats to the voter base making all the tight races of late, a landslide if it goes through. BUT FOR CRYING OUT LOUD, BUILD A FENCE!

Changing lanes in an intersection is a moving violation. Actually, changing lanes before an intersection, in those solid-lined sections, is also a violation.
Drivers are getting more and more selfish I've noticed. It's perhaps because driver's ed isn't a requirement in a lot of places.

You are correct. You are not supposed to pass near an intersection. That means coming out of it, as well as going in.
In my state, they "leveled the playing field" so much, when it come to getting licensed, that all you really have to know is where the key goes.
Our cops don't know the traffic code any better than the average dimwit civilian on our roads.

I agree with you those people are idiots too. How in the world did some of these people get their license and even more puzzling is how are they keeping it? And yes, it's illegal to pass or change lanes at intersections.

It's illegal to pass on the left at an intersection. In most states it's legal to pass on the right if the vehicle you're passing is turning left and there is room to pass safely.

Yes it illegal. Another one that really bugs me is, drivers getting into the left turn lane, the cutting in front of me as I'm going straight. They get in the turn-lane just to be first in line.
All these rude drivers should plow into a gasoline truck and burn.
