"Today next year" is wrong because it makes no sense.

"This time next year" and "a year from now" mean at around this time next year, but these phrases do not specify this exact date.

If you want to indicate that you will be in France on this exact date next year, you can say, "a year from today," "one year from today," or "on this day next year."

No, leave out the word today. The exact day is irrelevant at this time.

Plus, you don't know what could happen from now until then. You might have an accident and be unable to go, which would make you a liar at this time.

Maybe you should change your sentence to "I hope I am in France at this time next year."

It should be "This time next year I will be in France".

Or something similar.

"I wil be in France in a year from today "
