It doesn't says it weren't hammers allowed to be heard, it says no hammer was heard. That because all the stone sculpting and etc. were executed in the quarry.

Oh, remember the temple took 7 years to be constructed, can you imagine that? It would be a "paininthebutt" to every single day (or at least most of them) by 7 years hear hammers and all the construction noise...
