They are marking their territory & that is the easiest way to do it. On the ground isn't as good as up on a tree closer to the next nose.
They don't get pee on themselves if they lift a leg.
Female dogs are built slightly differently & don't have that problem.

Hey my dog is a male and he has never raised his leg to pee, he just spreads his legs

the boys only raise thier leg to pee. they find a tire or tree so when they go thier they can use it thier again and they smell if its fresh and to be there again

boy dogs want to claim that they are the best, the most attractive, the strongest, the most influential in the neightbourhood. they want to make themselves look bigger, so they want to wee as high as they can, to make others think that they are tall>big and strong. and if he wees on a highest point on a wall or a post, his wee doesn't have to be erased with other dogs' wee. it's called marking, and it's a lot like leaving messages on bbs boards and then browsing around. your doggie must also smell and check on other doggie's wee, to know what kind of other guys are around in the neighbourhood, and when they find other guys' wee mark, they tend to overwrite it with their own wee!!! a lot like message board communication, don't you think???
