I wouldn't call it normal but you are on your way to dehydration when net loss is greater than net gain. So yes, you can urinate more fluid out than you take in... it will eventually kill you!
In fact, the more yellow your urine is, the more dehydrated you are. You may not even feel it but you are. Your urine should always be a VERY pale yellow... you can barely tell there's any color to it at all... that's proper hydration. Anything less is bad for your body!
