If your question is understanding chinese and need translation, you can go to use google or babelfish online translation tools.
However if you are having problems with viewing the chinese characters, then you can try install some chinese software that would allow you to do so.
For windows xp users this feature is already built in, you just need to enable it. Not sure about mac users but i'm sure it's the same as well.

No need to install if you just want to read that email...if you want typing in Chinese, then you should install it.
If you use Internet Explorer, just go to the top, choose View, than choose Encoding, and try one of this :
1. Traditional Chinese (BIG5)
2. Simplified Chinese
* there is some simplified chinese, you can try every type
3. Unicode (UTF 8 )
If there are not working, that mean you receive the letter in incorrect character, sometime computer make the character set incorrect, and the bad news, can't repair it at all..just told the sender to send you again, try to use attachment, it will be more save ^_______^

You mean translation or see the symbols? The later you can load as a windows option. Translations.. try babel-fish?
