Take a picture of a moving light source with the shutter open for a long time like a few seconds. The longer the the shutter is open the longer the light trail. Cars, boats and trains work well. You can also do the stars but that takes longer because they don't move as fast.

It's all ablout the shutter, the longer it stays open, the better effect you'll get. Its absolutely necessary that you use a Tripod, if you want to get a real crisp effect, and not just a blur, like those pictures that show the trail of moving cars. Photosohp is good, but try to learn how to do it right with the camera, its best.

3 steps for your needs-
(1) Set to 'Tv' or Shutter speed priority
(2) Increase shutter speed to say 2 seconds
(3) Use tripod and click it. Wait 2 seconds
will be very cool if you take a shot of traffic on road in night.

if u have some digital photo and u want to create light trails on them , u can use photoshop , in this way : open photoshop then open ur photo then then choose ,filter, on top and then point to ,blur, . and then choose radial blur or motion blur , u can change the angle and distance in motion blur to change the blur and in radial blur u can change spin , zoom , amount to get the best result ,
