It starts with preachers, teachers, priests, ministers, pastures.

They are the ones who lead the flock. They will be the hardest judged. It could even be that they will be charged with many of the sins of the flock if they (the ministers, priests, etc) lead them astray.

It was because the believers entered the new economy/covenant before the unbelievers. The believers gave up their soul/life (Mt 16:24-27) according to the old economy/covenant (world/Mosaic law) by being crucified to that world (Gal 6:14; Gal 5:24; Rom 6:6; Rom 7:4) before that world ended in 70AD with the destruction of Jerusalem and the old covenant temple. This was a covenantal dying process which the believers took part in during the transition of the old and new ages (30-70AD). Those who didn't believe had their old covenent identity/life/soul destroyed in hell (Mt 10:28) but their spirit was saved and thus able to enter the kingdom after the believers had already. The believers were first judged and no longer had the old identity in 70AD so they immediately entered, but the unbelievers still had the old at the judgment so they were throw into hell/the lake of fire. After the unbelievers old identity/soul was destroyed in hell their spirit could enter the new (1 Cor 3:15; 1 Cor 5:5). The reason for this is because nothing of the old could enter the new. Jesus said you can't but new wine in old wineskins.

Mat 21:31 "Which of the two did the will of his father?" They *said, "The first." Jesus *said to them, "Truly I say to you that the tax collectors and prostitutes will get into the kingdom of God BEFORE YOU. 32 "For John came to you in the way of righteousness and you did not believe him; but the tax collectors and prostitutes did believe him; and you, seeing this, did not even feel remorse afterward so as to believe him.

Judgment will be as follows:

1--the dead will rise and be placed in 2 groups--you know which 2

2--the true followers of God will be exalted before the 3 days of horror.

3--After the 3 days of Horror Jesus will return for seven groups (who have
truly repented)

4--Seven years of terror await the rest. But God loves us so much that he will
still give these a chance to repent. It will be difficult, but possible.

Great scripture and great question.

It is telling us that we must judge ourselves and hold each other accountable to the Word of God.
Because we are still going to be judged by God. Just because you are saved, doesn't mean you have an automatic ticket to heaven. You still need to follow God and His ways.

Then in it says in :18 that if the righteous scarcely be saved, where shall the ungodly and sinner appear?

Meaning, if we are held accountable to the Word of God and will barely be found innocent, what do you think the judgment of those will be who do not follow God?
