There are no top 3 smartest breeds. All breeds can be smart or not depending on training, what the breed was bred for versus what you're doing with it. Some dogs' trainability is higher but that doesn't make them smarter.

Border collies are incredibly smart when they're herding sheep but a border collie sitting in someone's yard becomes very bored, yappy, destructive. Does that make him a dumb dog?

A german shepherd doing police work is very smart - but there's been hours and hours of training put into this dog. A german shepherd from a back yard breeder, with no discipline or training with an unstable temperament doesn't act smart, but might be with the right owner for him.

I've seen toy poodles get high score in trial marks in obedience at dog shows, but a toy poodle with a typical type of person who's usually drawn to this breed is a total air head.

You get out of a dog what you put in.

It depends on what you mean by smart. The study mentioned above is not so much about intelligence as it is about trainability. I think sighthounds are the smartest bunch of dogs but they are not as trainable as others. I think the most trainable breeds are Goldens, Border Collies, and Shelties. Go to any obedience trial and they are they most numerous breeds there. These are usually the breeds chosen by people who want to compete at a high level. Of course, the right individual in almost any breed can also be a great working dog

The smartest dog is the St Bernard. The second would be the Labrador and the third, a Boxer. The strongest would have to be a husky! Poor puppy's slavering away in the cold winds! :(

usually border collie are named the smartest.
i find the question unanswerable - what are "smart" - is it being easy to train (teach) or is it being able to solve puzzles on your own or is it ?
besides even within a breed the individual dogs differ a lot
