You have a lot of options. To make interactive graphics, etc. you need to use something like Macromedia Flash, Java, or Shockwave.
However, you can create a number of quality HTML based games using a back end technology (such as PHP or ASP) to talk to a database and run a game.
If you are really adventurous (read nuts) you can probably make a game using just HTML and AJAX.

Well if u are talking about free online games such as pacman then it is Macromedia Flash as the main one but if u mean online massive multiplayer games for example Guild Wars then it would most likely be Ncsoft or Arenanet both the worlds leading online multiplayer game hosts.

Yes most online games are made using flash and java but if you want to make a game that modifies data stored on a website(such as a high scores list) then youll have to learn how to make CGI scripts or Server Side Java Applets.

There is no defined program for online games ... the only characteristic they share in common is the managing of socket connection incoming socket connection requests and use of those socket connections to facilitate the flow of information to/from remote systems.
Otherwise, online games vary widely in how they are implemented.

from a site like miniclip or other game portal, flash is extremely popular, the other favorite os jave. Both of these languages are portable and are designed to work with a type of browser rather than operating system
