which browser you are using is one question i always ask,
by the way, I assume you are using Internet Explorer.
Open internet exploer, now goto tools >> Internet Option >> You must be in General Tab, just find "Temporary Internet files" heading, under this u will find three buttons last one will say, settings. click on it, window pops up, here click on Automatically. Click Ok and return.
Now Click on Advanced tab, and scoll down and just go on, untill you find, which sayas "Enable Cookies" or "Allow cookies to be store on your computer".
I have explained the both way, if this doesn't work then the other will, because It depends upon the browser and version you are using.
And if you are using Firefox
Goto tools >> option >> Privacy >> select cookies (click on + sign) and check on Allow site to set cookies.

It depends on what cookies you want to enable. Go to the Advanced option under Privacy in internet options and then, enable first party cookies and disable third party cookies.

Go to "tools" in the top of the IE browser. Select "internet options," then go to the "privacy" tab. There is a slider bar with explanations on all the settings. The lowest setting will accept all cookies.
