It depends on the law where you live. In any civilised society the building would have a trustee responsible for cleaning, repairs, etc, and this person should make sure it is cleaned and then charge the people living there accordingly. If it belongs to one landlord, I guess he is responsible, but it depends on the agreement you have (like who pays for cleaning). If he has paid the cleaner but it is dirty, then hire another cleaner. Finally, if I were you I would arrange for the cleaning myself and then charge whoever is legally responsible - or call the health department and make the legally responsible people clean.

The Land Lord is responsible for the general maintenance of a building but the people who live in it should collectively play a positive rule in keeping it clean, including yourself. If the builder has a sweeper, then he should also be doing his job properly too. If people are just throwing things here and there then that is carelessness and inconsiderate of them to expect the sweeper to clean up something that they could have easily put in the garbage in the first place. The positive thing to do is to speak to the landlord about it.

My feeling is that the landlord has ultimate responsibility in this problem. Let me remind you that landlords operate under certain criteria for keeping tenets satisfied. Maybe you need to challenge the contract. It will be filled at the courthouse.

D is very tempting. I wod love to kick everyones *** who ruins our beautiful environment. But A is the best if hes ur friend y wod he want u to live in a dirty apartment so u can devolop diseases like asthma. U shod leave b alone ur so called friend probably isnt eveen payinfg him 4 his job

Well you have the right to choose the dwelling place where you want to be. Why don't you move if you don't like the present situation not unless you can't afford to pay for rental fee or buy a new house.
