This is a question that is making an assumption; that there is a dark empire. I suppose that in order to answer the question, one needs to be able to define what a dark empire actually is.

Can we determine what a dark empire might be in recent history? I was suspect that Nazi Germany would be a good example as they conquered their neighbours and set out to eliminate a whole population. The Soviet Union under Stalin might be a candidate, but I feel that after Stalin, the Soviet Union simply became another regular empire, one with an ideology that they felt needed to be spread, but not necessarily an evil one. Cambodia under the Khmer Rouge was definite a dark time as they slaughters millions of their own citizens, but would be hard-pressed to be called an empire.

Do any of the nations in the world posess the qualities of being dark and being an empire? If we look at traditional imperial definitions, Russia still is to a certain extent, along with China and maybe the emerging European Union. Expanding to include economic domination, the United States would fit into this as well. But are any of them dark? China has been accused of human rights violations, but we never hear of wholesale slaughter of it population. The other three are also similarly exempt from that as well. Hence, if we are looking for a dark empire, it does not manifest as a traditional state.

Perhaps is exists as beyond the national realm. Could an ideology or religion qualify? Islam might be offered, but most Muslims lead normal lives. Communism exists in a few states, but doesn't itself seem to be a dark force. Democracy has not lead to darkness anywhere. Christianity, while having a less than stellar history, appears to be at least neutral.

I cannot think of any "dark empires". North Korea and perhaps Zimbabwe have shown a darkness, but are hardly empires. So I really cannot agree with the assumption of the question.

Those in shadow lie and wait for the opportunity to arise, when it does they strike like lightning then recede back into darkness. Therefore unless you look deeply into the darkest places then such a question cannot be discerned. Those who are least suspected are the most noble amongst us. Where we cannot see, and the place un-looked for is the dark enemy, and their empire like them lie still in the shadows and influence all those around them for their sanctuary of darkness.
