Military government can be under democracy.
Democracy not depend on any way or any type of government.
A government who accept democracy and use it, which can call Democratic Government.

A military government can NEVER be democratic. In a democratic government the people decide what must be done through the senators/representative/members of parliament etc that they have selecetd. With a military government, the military does what they think is right.

Military governments are not democratic, the leaders are not elected, and they have no system of checks and balances to prevent corruption, nepotism, or abuse of power.

In some cases, during a national emergency or catastrophic disaster for example, martial law may be imposed by a democratic government for security and stability of the areas effected, but in a democratic government, this is a temporary measure only. It doesn't change the system of government, but it does change the method of governing. Curfews are imposed, effected areas are restricted to the public, and soldiers are empowered with police powers to detain and/or arrest violators.

No. A military government is not democratically elected by the people and would normally supress any opposition. i.e. Burma.
