It sounds as though your graphics card is running short on memory and is being slow in refreshing the page.
You might be able to increase the memory assigned to graphics if it uses shared memory.
You should certainly clear the cache in Internet Explorer (Tools, Internet Options, General - Delete Files including offline files) and you might increase the cache size, too.

you need to install your video card driver, click start, go into your control panel, click system click the hardware tab, click device manager go to the display adapters and if you see a question mark, or a red X or any type of symbol reinstall the driver for that video card,

try right clicking on the desktop and click properties. on the settings tab, lower your colour settings.
you may need to update your cards driver and get a latest directx version. or it may be a memory thing. see what you can do first before spending for the sake of it.

there r some troubles in ur pc, u gotta scan it from viruses,
and u can use the Anti virus, or u gotta buy another Prossessor cos there r too much Data in it...

I think your mouse has a scroll bar, right? All you have to do is, press that scroll bar on your mouse.
