1. What email account are you using through outlook express?
2. Have you checked out your "email providers" web help to see how to properly configure your outlook express settings?
2-1. If you are using it for hotmail check out this site

2-2. If you are using it for yahoo, check out this site
http://www.oeupdates.com/Outlook-Express-Yahoo-email.html
3. Search the web for the correct outlook express settings by using the following search string:
"outlook express for [your email provider]"
note - insert your email provider in the barracked spot.

When sending email, Outlook Express needs to connect to your email provider's SMTP server. This information is entered under the Tools - Accounts menu option.
If it is incorrect, check with your email provider (usually your ISP - internet service provider) and they should have the correct setting which you can update very easily from the menu option I mentioned above.
Sending email is done via an SMTP server, receiving is by POP3, so it sounds as though your issue is related to SMTP.

It seems like your E-mail settings are not in order
Open your Outlook Express goto TOOLS > Email Accounts
and Setup your E-Mail address
POP3 is the abbreviation for Post Office Protocol - a data format for delivery of emails across the Internet
The email server or the SMTP server you are trying to connect via Outlook express doesn't exists please change it

click on tools/accounts...highlight the account and click properties/servers and check (mark tick)my server requires authentication under out going mail server

Since when this is happening, and before was you able to send messages from Outlook.

click tools @ menu bar -> click accounts... -> click add -> click mail... -> type ur name -> type ur pretty name -> next -> type ur e-mail -> next -> next -> type ur password -> next -> finish.
now check ur mail if this doesn't work sue microsoft... or e-mail me for detail explanation.
