Cyprus is a member of the EU. The pool information can be given by an architect, municipality or "Tmima Poleodomias" which is responsible for this. Check their website below

I have never heard of an EU directive on how deep a pool should be, more likely they couldnt follow the plans when building it so using that as a get out clause! Go to your town hall and ask them to show you the directive! Speak to your lawyer too

Cyprus are not in the EU so it does not have to comply, they simply wanted to do a cheaper job, less material to remove, reduced concrete and reinforcing on lower depth areas.
