it maybe due to no of reasons first try restarting ur computer if it doesnt work then check if Service Pack 2 is installed under win xp because Nokia Pc Suite works only if u have a SP2 installed .......

OK, if you are using a data cable, be sure that your driver is properly installed, this error is for "incomplete hardware installation", you are insatlling PC suite withour properly configuring your data cable driver.
So first restart your PC, remove previosly installed data cable dirver, reinstall it. If it prompts for reboot "do reboot", even if it dont asks for reboot I'll recommend you to reboot.
And after reboot install PC suite, I hope it will work.
