Use netmeeting ... (Start/Run/conf.exe on XP)
You can call the IP address of any PC on your network or you could also use the ILS service on Windows 2000 (2003 is not supported) to build a local directory of who is logged on netmeeting.

You can chat, share apps or desktops, voice chat and video conferencing .... is enough ?

You question reminds me of the days when we used to chat using MS WinPopUp over our network. This was available in Win95/98.

However, what will suit you the most will be NetMeeting forLAN chat. it also comes with extra features etc.

Start->Run->conf.exe

Follow the intructions on the screen and make sure that you have done the same on all the PC on your network. Also set for the program to be opening whenever you start windows.

Goodluck.

You can do this - first you need to know the IP address of the computer you want to send to (and they need your computer's IP).

Then, open a command prompt window, and type

net send 192.168.0.1 hey this is the message

and it will appear in a little box window pop up on their screen.
