We had a debate and wanted to know if a person who is in college but wanted to attend a different college can he apply to a different college using high school grades and not college grades? He went to college for 3 years. I asked why and he said my grades are bad.

In Canada colleges want to see ALL your grades - highschool and any post-secondary studies you have done. You leave those grades out, and you risk being turned down for failing to disclose them.

Yes you can. But you have to start fresh as a freshman.
