Yes, u can most certainly use Paypal for withdrawing funds to India. Initially U don't even need a ATM debit card(there is a total withdrawal limit) but later U must add a Credit or Debit Card on your PayPal a/c to continue using it.
But your ATM Debit Card(any) MUST have a Visa or Mastercard logo on it. Currently Paypal sends paper cheques only. U can write an email to Paypal for any further info.
