I guess you mean a "mystery guest" at restaurants.
Well, I did know a guy at university that was one. He however was a food critic that wrote reviews for the university paper.
This guy could walk into any restaurant anywhere and eat anything he wants and when it was time to pay, he would just show his "mystery guest" card. Then he wouldn't have to pay.
He then wrote a review about the place according to what he observed without special treatment.
On how to become a "mystery guest" then would probably mean you have to be some kind of critic, writer or journalist.
Or if you're really lucky and know some influential people, you may become one as well. I know the alumni at the University of Stellenbosch become "mystery guests" after a couple of years and big donations. But only some restaurants. Really dunno how that works, but heard about that.
So it's all about the money. If you have some, why not just pay for your meal. The only honest way seems to be some kind of food critic.
Restaurants like McDonalds, Kentucky and such appoint "mystery guests" on a regular basis, but how is a mystery. I don't know if the Spur and Steers work on the same basis, but I would think so.

A mystery guest on a game show? Go to a tv station and find out. If you mean and illegal alien, I don't recommend you go anywhere without a valid passport and a visa. If you plan to travel, contact an embassy and ask about the local requirements.
