If i knew them well i would say something to ease their thoughts. If i didn't, who cares? I guess it depends on if they're dying in a month or in a minute as well.
I definitely wouldn't tell them not to speak if they were trying to, i hate when people do that in movies, i want to punch them in the face. Let THEM do the talking, they'll never have another opportunity to say it again.

in islam v say n v insist the pateint to say...
la-ilaaha-ill-lal-laahu-Mohamad-ur-rasoolullah...
meaning: There is no God But Allah and Mohamad is the Messenger of Him.
and when the soul is dead.. we say
Inna-lillaahi wa-inna-ilaihi-raajoohoon.
meaning: From Him we came and to Him we go back..

i would just try o comfort them and say something in that manner but in the back of my head i would be saying better u than me now before all of u jump my a$$ and say that is cruel u would be doing the same thing it's human nature sorry
