White eyeliner one the inside rim of your bottom lashline.
Black underneath the bottom lashline.
Avoid dark eyeshadows, and stick to beige and light reflective shadows.

With white eyeliner your eyes will be visually a lot bigger! Don't use black one, it will only make your eyes smaller..so the mascara will help here too..Choose the mascara which is the same color of your natural hair..Good Luck :P

Draw a thin line of eye liner on your eye lashes..your eyes will look bigger...

Get surgery. Cost you like 5 grand. Totally worth it though. My brother's ex has tiny eyes...she should get surgery, look a lot better.
