The standard ABA curriculum is recognized by all states, and almost all lawschools follow it. The JD (Juris Doctor) program is three years full-time, or four years-part time. You can shave a half-year off going summers. For example, I did my JD in 2.5 years full time.
It's possible that a few of your Master's credits might be able to be applied as elective credits toward your JD degree, but that depends on what you took and how well you did. Each school has different policies.
The bar exam happens about 2-3 months after you graduate. Most people start initial studying during their final semester, and then spend the last two months before the bar full time studying.
Getting into law school requires only a bachelors degree, but having another graduate degree makes you a more appealing candidate. The entry exam is called the LSAT -- Law School Aptitude Test. It basically measures your ability to think logically, and by analogy, to handle complex patterns of information, and measures your reading comprehension and your ability to write coherently. LSAC (link below) administers the LSAT, and also provides a service for getting together all the paperwork needed to apply.

Unlike med school, there are no "required courses" to apply for law school. You need to take the LSAT, and then apply to schools based on your score.
If you have an advanced degree you should have most of the recommended courses, so I doubt you'd need to "start from zero".
So, time wise--a year to take the LSAT and apply to the class starting fall 2007. Three years of law school, you could have your JD in 2010.
