not either one. the boy can boss/rule his life, & the girl can boss
or rule her life. But it's useless to try to boss someone else's.
And if you meant which is the leader, the answer is the same.

depends... in a relationship it's kind of personal; very little cut and dry. some relationships clearly have a boss, others are either equal or the boss bit is so subtle no one can tell..
