An IT Project follows Software Development Life Cycle's various phases. You have stages like Pre-sales and Sales. In pre-sales stage, you are invited to submit a proposal for customer's requirement, if you are shortlisted, you work on the proposal and create an agreement and the project is signed off. Then the development/Support teams take over and execute the project.
