The interviewer as they are initiating the interview as such. It's a sign of politeness and respect. The interviewer is getting the information from the interviewee so they should thank them with a hand shake.

Both could initiate, depend on whom is more convenience to initiate a hand shake. Both of them should have the same benefit from the interview, no matters who initiate the hand shake, it should show a truthfully appreciation for the time and benefit given by each other. If I were the interviewer, I would appreciate very much if the interviewee initiate the hand shake.

If you want to show that you (the interviewee) want the job, you should initiate both. You have to be in control.
