It's considered child abuse and I believe there's been legislation since the 60's.

Physical Abuse

Generally, physical abuse is characterized by physical injury, such as bruises and fractures that result from:

* Punching
* Beating
* Kicking
* Biting
* Shaking
* Throwing
* Stabbing
* Choking
* Hitting with a hand, stick, strap, or other object
* Burning

Although an injury resulting from physical abuse is not accidental, the parent or caregiver may not have intended to hurt the child. The injury may have resulted from severe discipline, including injurious spanking, or physical punishment that is inappropriate to the child's age or condition. The injury may be the result of a single episode or repeated episodes and can range in severity from minor marks and bruising to death.

As Howard Dubowitz, a leading researcher in the field explains: "While cultural practices are generally respected, if the injury or harm is significant, professionals typically work with parents to discourage harmful behavior and suggest preferable alternatives."

It depends on where you are. It is currently not illegal to spank children (even with a device other than your hand) where I am, but I know that a lot of other states have been trying to pass laws that make it illegal to spank children at all. However, it's generally illegal to abuse or injure children, so it can be a fine line and subject to interpretation of a court if any particular case of hitting a child with an object qualifies as injuring them or not.

When they took pray out of school. See in the bible God said "Spare the Rod, Spoil the child". You can spank you children for something they have done wrong, but not just because you can. You shouldn't really hit them with a stick because that is considered child abuse. Sticks intend to leave a mark and you don't want that you will have a lot of explaining to do then. My mom always said "Take the board of Education "belt" and Put it on their set of affection". Discpline them when they are in the wrong, not Just for the Hell of it.

I am not sure of the exact date, but around the same time that it became against the law to spank a child with your hand as well. It is sad, because you see kids talk back, hit their parents, steal, shoot at people, and just plain run wild and there is nothing you can do except put them into a timeout.. yeah like that really works..

In 1962, following a medical symposium the previous year, several physicians headed by Denver physician C. Henry Kempe, published the landmark article The Battered Child Syndrome in the Journal of the American Medical Association. Through the article, Kempe and his colleagues exposed the reality that significant numbers of parents and caretakers batter their children, even to death. The Battered Child Syndrome describes a pattern of child abuse resulting in certain clinical conditions and establishes a medical and psychiatric model of the cause of child abuse. The article marked the development of child abuse as a distinct academic subject. The work is generally regarded as one of the most significant events leading to professional and public awareness of the existence and magnitude of child abuse and neglect in the United States and throughout the world.21
· In 1962, in response to The Battered Child, the Children's Bureau held a symposium on child abuse, which produced a recommendation for a model child abuse reporting law.

Kind of sucks... Children are getting out of hand these days. Here is a passage from that webpage I listed...

I went to Boarding School in England and the Masters used a Cane on one's hand.
As far as I know that is still Legal in England.
Using a stick sounds like Assault and Battery.

According to the juvenile office in the town whee I live you can spank a child if yo do not leave bruises.Yeah the area may be red,but if there are no bruises,it is legal.

When physical injuries are sustained, that is the time that it is already punishable under the law because it is provided in the Penal Law.

When people began actually loving their off spring. Of course, mothers just do love there off-spring. Without that, there is no love. Just think of the wonders of history or science. What do you think that mother's saw in the face of their children?
