What you are looking at are the newer L.E.D. traffic lights. L.E.D. stands for "Light Emitting Diode". With an L.E.D., you almost have to look into them "head on" in order to see their color of light. These are replacing regular halogen type lights because they only consume about 15 to 20 % of the power that an incandescent does. As you approach them the angle at which you view them becomes such that you can see their color. I agree that sometimes you have to slow down somewhat to check their color. It is a good idea to approach any intersection with caution regardless of who has what light anyway!

I have few tips.. try the one that suits the best to you.
1. Have a check on your eyes with optician. [10% in this world population are color blind]
2. Suggest the traffic authorities to put count down timer with numbers to indicate whether to stop or proceed along with the red/green lights.
3. Trust in god.. and take the decision that your brain says at the moment of confusion!

It's prbably because it's one of those directional lights so that people from the other part of the intersection do not get confused. I'll bet the lights in question have more than four points to the intersection or have an angled street going through it... am I right?
It's like the privacy screen on your laptop.

they have dividers on them to point the beam a certain direction, sometimes the people who installs them doesnt check this and this is why some are different.

it doesn't matter the color, the red is ALWAYS on top... green on the bottom...
for a purpose,
doesn't matter so much if it it's green
they want you to see it if it's red!!!
my buddy is color blind and it is so much fun making jokes on him,
until he beats me up... ha, ha...
but if the traffic is flowing...
drive defensively!
