and my boyfriend, who is 27 never wants to go out. He has a really hard time loosening up and having fun. What are some things that I could do to get him to have a good time?

that depends on what type of guy he is,, if he is just shy,, then start with a small gathering with friends,, if he is a geek,, then a possible geek like movie or geek like TV show (such a "Smallville" or "Cowboy Bebop" depending on what he likes. But invite friends,, sooner or later he will want to go to other gatherings and then eventually out to party and such. Though if he doesn't drink, don't try and force it. He may have a bigger reason than he tells you.
