Obviously. Just look at the Middle East today.
Hezbollah kidnapped two Israeli soldiers, probably believing that Israel would react with restraint and exchange them for some of the prisoners they hold.
Israel did react, but aggressively.
Still the war was "started" by Hezbollah.

Absolutely, it's not as difficult as you think. It's just illogical.

Just imagine if one day the entire Chinese army took their troops across the Russian border and destroyed a major city. Don't you think that might start a war?
