In the Wizard of Oz, neither the scarecrow nor the tinman had a heart NOR a brain. So why were they each so preoccupied with obtaining only one or the other?

I think they were both trying to fill a need that they thought an actual brain and heart would fill. Really what they both needed was confidence in their own abilities and self-worth.

The Wizard of Oz was an allegory. The Tin Man represented the Industrialists, whom L. Frank Baum considered heartless. The Scarecrow represented the Farmers, whom he considered brainless.

since the scarecrow didnt have a brain he didnt know he needed a heart as well....and the tin man was without a heart so he didnt miss having a brain...
