i think a sub division of human race.See thescaly part can be all rubbish. They migh be a sub species of homosapiens which have joint legs, and masteres in swiming. There are few medical cases with joint legs.

they may resemble a human but it still doesn't make them in the human race. i think they would be considered an entirely different species.

Well techincally, I believe they would be another species entirely.

But since they are so closely related to humans, and capable of intelligent communication, they would probably fit into human society under the same laws and such.
