because traditionally, men are supposed to be working hard and women are supposed to be at home, properly managing the housekeeping staff, making sure that the maids clean and sew everything just right. and this doesn't require moving or comfort. so, wearing shoes that are impractical for actual work became a status symbol. heels meant that a woman belonged to a social class for while this lifestyle was possibe. from this idea, heels first became associated with beauty.

Men originally wore high(ish) heels, as a symbol of their high social class. However, once they realised that you need a certain amount of co-ordination, skill, perseverance and a high pain threshold, they gave up. Plus, it gives you a very mincing walk, which would just be weird!

Men used to wear them in the past.
High heels were first introduced in shoes-making by Queen Elizabeth the 1st of Britain.Then King Louis of France wore them.Then they became very popular among people of both genders.
