just ask your friend if you can take his sister on a date and then after the movie or what ever you do then go back to your place and have some fun

Well if the feelings are mutual and they are that strong. Go for it. If you and her dont have other relationships, then go for it - but keep it under wraps until you can ask your best friend if its ok to date his sister.
I know sneaking around isn't the greatest thing - but since he is a friend and you two arent getting all Brokeback Mountain about it - then go for it and have a great / safe sex evening. make sure he's not around or out of town. Have fun and be safe.
