Child....safety....economy....durability.....only 2 answers to that.
Toyota or Honda.
Corolla or Civic would be a good starting car. Even an older Accord or Camry as well. Can't go wrong really with any of these four cars.
If you come across a Chevrolet Prizm....this is just a rebadged Toyota Corolla. Can normally save at least a grand just due to the Chevy badge. Look at the plate behind where the rear license plate goes and you will see TOYOTA.

I'd have to say the best car would be an early 90's Volvo 740,760, or 940. They are probably some of the safest cars on the road and none of them really have enough power for drag racing, which as most parents know kids will do! They're very reliable!! The only down side to them if you're in a colder climate with snowy winters is that they're rear wheel drive. If you're in hat kind of area, then consider a mid to late 90's VW Jetta ( Boro if you're in Europe) or a Passat. They are front wheel drive but not quite as safe as the Volvos.
FYI I live in Germany...daughter drives a 1995 Volvo AWD
** added** I agree with Traumadoc above me....Volvo 70 is a real good choice. I would still prefer one a little older than the 70, mostly for the lower horsepower.

Since we're under the Acura subheading, I would recommend the 1989 Acura Integra with the 5-speed manual. If she doesn't know how to drive a stick, now is the best time for her to learn.
The most safe Acura would be a late model Legend or any RL or TL. The lower the miles the better. And make sure to do a CarFax on the car considered. I'd also go with the Certified Used Car program with the extended warranty.
Never buy an Acura with an automatic that has anywhere near 100k on the transmission. Or otherwise, just plan on writing another check for $2,000-$3,000.

I definately have to agree with those who suggested a Volvo, can't get any safer than that. Personally I would go with an 850, it's not as old as something like a 240 and will probably have fewer miles on it with more years left in it. Keep in mind that most of them will run forever with proper upkeep.
It's a very solid car, great for a new driver and I find them much more enjoyable to drive than a light Toyota (I feel like a strong gust of wind might blow a Camry off the road, and I hate light steering)!
An 850/S70 is definately your best bet!

I would go with a Honda or Toyota in that price range. The newer Fords are good but older ones are JUNK same with Chevy and Dodge/Jeep. If you can get something from 2000+ in those makes they are ok. My mom has a 96 passport with 150k and it still runs great and she has never had any problems with it. I have many friends that have mid 90s Toyotas and they never have problems with em. I have also worked at a car lot and a car wash where I talked to many people about their vehicles and alot of people said they had very few problems with the Toyotas and Hondas. Also try looking at Lexus or Acura suvs, I always liked them. A few other favorites of mine were the Porshe Cayenne and the Newer Jeeps

well i can say that acura is a little too much for a new driver don't you think? Its kinda like walking; you take little steps before you run. I would get her a used (around 2000-2004) Honda civic. great on gas, and will run forever. i wouldn't suggest getting a new car for a kid, cause it will get destroyed if you know what i mean. Good luck with that, and by the way, why does a 16 year old kid have to drive to school? that's what Friends and a school bus are for???? And does she have a job to pay for the car insurance, and other expenses?? I would wait till she graduates.

If you're looking for something thats a little bit down on the price side, you could buy a well conditioned used Chevy Cavalier for 3K or less. But thats overshooting. If you're looking for safety, definately a Honda Civic or Honda Accord. They perform well, are long-lasting, and have great safety records. And if you're going for a looker or a car, I'd try a red 1997 Mitsubishi Eclipse GS. Trust me, they are awesome to drive and definately makes some heads turn. :)

Safe choices - an old Volvo 240 or 740 series would fit the bill nicely. Or a Ford Crown Victoria - they're cheap and have very high crash safety ratings, better than most SUV's. And if you get a relatively new Crown Vic, other drivers will behave much more cautiously around you. :)

New or used? For a 16 year old with minimal experience and looking for new vehicle, honestly I wouldn't think of anything other than a Civic. It's small, fuel efficient, safe (air bags all over), nice looking, sporty and relatively inexpensive depending on trim level. She will easily have it through HS then college and be sick of it by her 20's and then when she sells it, she'll still get great money back for it.

Volvo, audi, bmw, benz, porsche, really anything european is the best because they are the nicest, safest, and she will love it.
but if safety is the most important and she must servive in a 170mph accident then a volvo s40 or s60 but they are really urealible probly for denting problems with 16 year olds a older bmw like a 318ti or if she loves convertibles a 318ic or ci any.
but if price is a factor than for less then 10k you can probly get a good condition volvo, audi, bmw, benz, jaguar,etc.....
for peformance then a porsche, maserati, or an older ferrari.
but just for everything and including realibliity, safety, beauty, peformance, cheap or inexpencive, low insuracne, and lots of traveling like travel to a job an hour a way the best for a 16 year old especialy girl is a - Volkswagon Jetta, Beetle Cabrio/coupe, rabbit, gti, tourag, passat, golf, fox, really any will do.
