Don't think so. I think they were trying to imply that this French character was obsessed with romance to the point that he ignored everything else. Remember all of the other characters in the cartoon are also French. They were parodying the stereotype of the French Lothario embodied by Chevalier.

My interpretation was always the hopeless romantic of Pepe' and French was the choice to convey this. I thought the skunk was to show the character flaw, but you could be right & I'm wrong.
