start in london great party city,great history and architecture.
also from london you can get the best cheap flights to the rest of europe.
look at www.ryanair.com
or www.easyjet.com
they will get you the cheapest flights in europe.
Amsterdam and Prague are big favourites.
but i strongly recommend a town called Brno,it,s the second city in czech republic,doesn,t have the historical sites of prague,but if you want clubs,pubs,strip joints,brothels,parties,etc you will find them all there.not as big a selection as prague or amsterdam,but a quarter of the price!

Definitely Greece!
Spend two days in Athens, to visit Acropolis, enjoy night life, see some of Athens environment. Then be in Crete, visit Knossos, swim in the world's nicest beaches, walk the Samaria Gorge, visit the natural places of Vai, Preveli, etc. Meet excellent people, enjoy perfect food, stay up all night (if you want) partying, dancing, meeting people, local and foreigners, ...

yes, if party is what it is all about, I suppose Amsterdam or Paris,
otherwise London, Austria, Italy, Scandenavia for sightseeing

i would pick one city and go there. spain is inexpensive, try madrid or barcelona, and dont party, its bad news getting drunk and be in a place you dont understand.
