My pc has been reformated by my uncle, when i hooked everything up, my montior ( which is a flat panel model from dell). showed "cannot display video mode" i figured i needed to download the monitor driver, so i restarted in safe mode and downloaded it, but when i went to change it in control panel it would not let me click on properties next to default montior. I am in safe mode right now, and dont have another monitor available to me right now, is there anyway to fix this problem?

i think your pc is out of resolution, not need a better driver..

just go to safe mode, lower our resolution (800x600 maybe)..
and, try to boot normaly...

It looks like the resolution for your monitor is set incorrectly. In safe mode go back to your control panel and click on the display icon. Go to the settings tab and slide the resolution bar until it matches the "native" resolution of your monitor. If you are not sure experiment with different settings.

A lot of the time safe mode won't let you install/uninstall drivers anyway......I had to use DOS to get my drivers to load for my video to work

sounds like a video driver problem to me.. I would find out what sort of video card you have.. find the drivers for it.. install the drivers that are on it right now then reinstall the new drivers..

delete the default monitor from ctrl panel -> system
then restart

if it doesn't auto detect it, you should direct the installation to your previously extracted driver folder

The problem might not be your moniter, but your hard drive. I had the same problem with my pc. In the end I hard to buy a new hard drive to reformat my computer properly. You might have the same case.........but its just a maybe.
