The answer would be: Whoever the writers book to win.

As for who the writers will book to win, McMahon obviously wants Hogan to "do the job for" (i.e. lose to) Orton, as Orton's the full-time WWE performer who's young and who needs to be on the rise (building a reputation as a "legend-killer"), while Hogan's on the tail end of his career and only shows up on WWE when he and McMahon come to a mutually beneficial agreement (you know, like when he needs to promote a reality show or his daughter's album); a loss for Hogan would not diminish the love that the fans have for him, while a loss for Orton offers WWE no long-term benefit, as Hogan will at that point disappear once again, leaving Orton a "loser" on the regular roster. Hogan, of course, would rather win, as he considers himself (and rightfully so) a fan favorite.

The issue could be moot now, as Hogan has reportedly gotten injured (in what might be a non-wrestling related incident) and may not work at SummerSlam after all.

Hulk Hogan is probably going to the win because he's unstoppable and won many hearts of wrestling fans. Randy Orton is just dispicable because he likes beating on legendary wrestlers, which earn the nickname, the "Legend Killer". So I'm pretty sure it's going to be a good fight.
